In a twist, Port Authority emergency service workers were conducting a drill climbing the bridge cables when the call came in.

Officers stopped the vehicle on the upper level at about 10:50 a.m. on a report from New Jersey State Police of a possible abduction, the Port Authority's Joseph Pentangelo confirmed.

They seized a loaded 9mm Glock handgun while arresting the pair, he said.

"The victim has been recovered and is being treated at a local hospital for an untreated puncture wound to his left leg," Pentangelo told Daily Voice.

Upper level lanes were closed for about 15 minutes before being reopened.
